    "COUNTRY NEEDS REFORMS" On the second day of the election campaign,
    on June 21 the NKR presidential candidate Masis Mayilian, deputy
    foreign minister, met with the residents of Alex Manoogian Street. The
    meeting was modest, without any equipment. His proxy Vladik Mikaelian,
    director of Children's Library, presented the biography of the
    candidate. Masis Mayilian graduated from the department of physics
    and mathematics of the Teacher Training Institute of Stepanakert,
    took a post-graduate course at the State Teacher Training Institute
    of Armenia in 1991-1992. In 1992-1993 he worked for the department
    of information and press of the NKR State Committee of Security. In
    1993 he starting working at the NKR Ministry of Foreign Affairs,
    where he was head of the department of international organizations,
    adviser to minister, head of the political department, and vice
    minister since July 2001. Masis Mayilian's proxy Gegham Baghdasarian,
    editor-in-chief of the Demo Newspaper, spoke about the personality
    of the presidential candidate, which according to him make his
    suitable for the post of president, he is honest, decent, moral,
    and despite his young age, he has a great work experience. In 1998
    he studied at the Diplomatic Academy of Vienna and got qualification
    of expert on European policies. In 1993 he participated in the NKR
    official delegation in the two-party and multi-party negotiations on
    Karabakh mediated by the OSCE and Russia. He has the diplomatic rank
    of minister plenipotentiary, speaks Russian and English. "Sooner or
    later Karabakh will sit at the table of negotiations. Both Armenia
    and Azerbaijan acknowledge this, and it is very important to us
    who will be representing Karabakh duly to this important process,"
    Gegham Baghdasarian said. He called people not to believe that it
    is already clear who the president will be and to vote and make the
    right choice. "Everything depends on who you will vote for," Gegham
    Baghdasarian said. Lenora Sargisian, a participant of the meeting,
    said she lived in Stepanakert for many years and knows Mayilian's
    activities, his character and is ready to vote for him, and called
    people to do the same because she said if Mayilian becomes president,
    the social state and quality of life will improve. Grigory Afanasian,
    professor at Artsakh State University, spoke about the character of
    the NKR presidential candidate.

    Afterwards, Masis Mayilian presented the main points of his program. He
    said the people of Karabakh need reforms to reach their goal. "It
    seems that we have made considerable progress but the country needs
    reforms. First of all, we need social justice, a change in the moral
    and psychological atmosphere. During the war of Artsakh people were
    closer, shared their bread. Now people seem to be in despair. So they
    need a new hope, a new impulse to reach their goal. Unfortunately,
    over the past few years we seem to have retreated from our goal,
    instead material, social problems have occurred, social polarization
    is evident, which won't do. We are few in number and we must be like
    a family and think that one's problem is everyone's problem," said
    Masis Mayilian. The presidential candidate promised to be just, act
    in accordance with the law. "Everyone is equal before the law. Only
    God is above the law." "We must be able to enjoy our rights provided
    for by the Constitution," he said. On June 22 the NKR presidential
    candidate Masis Mayilian met with the residents of Hekimian Street.
