FRENCH MEDIATOR TO SET STAGE FOR GARABAGH MINISTERIAL

The French co-chair of the OSCE Minsk Group brokering settlement
to the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict Bernard
Fassier will visit Baku March 8-9, the Foreign Ministry said. Fassier
is to hold talks with Azerbaijani officials to set the stage for
the next round of talks on the conflict settlement between foreign
ministers Elmar Mammadyarov and Vardan Oskanian, to be held in
Geneva on the sidelines of a UN Human Rights Council meeting March
13-14.Azerbaijani Deputy Foreign Minister Araz Azimov said Baku was
looking to the upcoming meeting with a great deal of anxiety due to
the fact that the previous ministerial held in Moscow January 23 was
fruitless.If this tendency in negotiations persists, we dont know
what we will be discussing in Geneva, he added.Upper Garabagh is an
Azeri region occupied by the Armenian forces since a 1994 cease-fire
ended separatist hostilities that killed an estimated 30,000 people
and ousted about a million out of their homes. The mediating Minsk
Group is co-chaired by the United States, Russia and France.
