Lieutenant General Seiran Oganyan, commander of the defense army of
Nagorno-Karabakh, will be appointed chief of the main staff of the
armed forces of Armenia. On May 2, Oganyan announced that he received
a proposal of appointment to this post and already accepted it.
Speaking about the candidacy of the new commander of the defense army
of Nagorno-Karabakh, Oganyan said that the relevant consultations
were continuing. According to him, there are decent and well-trained
generals who may be appointed on this post. On April 29, the Defense
Minister of Armenia, Mikael Arutyunyan, visited Stepanakert and
met with top-ranking officials of Nagorno-Karabakh, including the
President of the Nagorno-Karabakh Republic, Arkady Gukasyan. The post
of chief of the main staff of the armed forces of Armenia remained
vacant after the appointment of Mikael Arutyunyan as the defense
minister of Armenia. Former Defense Minister Serzh Sarkisyan became
prime minister of Armenia earlier.
Oganyan was born in 1962 in the town of Shusha of Nagorno-Karabakh.
In 1979, he graduated from a secondary school. In 1983, he graduated
from the combined-forces military school in Baku. Until 1988, he
served in units of the Soviet army deployed in the German Democratic
Republic. In July of 1988, he was moved to the Transcaucasian Military
District. Until April of 1999, he served in the mechanized infantry
regiment deployed in Stepanakert and reached the post of battalion
commander. Afterwards, he joined the Nagorno-Karabakh army and
participated in combat operations at various parts of the front.
In September of 1992, Oganyan was seriously wounded. In February of
1993, Oganyan was appointed chief of staff of the defense army of
Nagorno-Karabakh. Between October of 1994 and October of 1998, he was
senior deputy commander of the defense army of Nagorno-Karabakh. On
August 2 of 1999, Oganyan was appointed defense minister of
Nagorno-Karabakh. He was decorated with a number of orders and medals
including the order of Combat Cross of the first rank. In September
of 1999, he was given a tile of Hero of Artsakh and order of Golden
Eagle. In March of 2000, Oganyan received rank of lieutenant general.
He is married and has two children.
