SERGE SARGSIAN: DECISIONS MADE BY GOVERNMENT WHICH IS POWERFUL AND ENJOYS CONFIDENCE CAN SOLVE SCIENTIFIC-EDUCATIONAL PROBLEMS

YEREVAN, MAY 4, NOYAN TAPAN. "I will in no case voluntary refuse
obligations of the Chairman of two public organizations, the YSU
Council and Chess Federation of Armenia," RA Prime Minister Serge
Sargsian stated at the May 3 sitting of the YSU Scientific Council.
Prime Minister S. Sargsian touched upon in the sitting of the
YSU Scientific Council a number of scientific-educational problems
arisen by Rector of the higher educational institution Aram Simonian,
including the issue of giving a special status to the YSU, process
of consolidating professions, change of the size of state financing
for one student, allocation of resources for reforms of the higher
educational institutions, formation of scientific institutes based
on the YSU.
Serge Sargsian expressed a confidence that all those problems can
not immediately be solved, and if he promises at this moment to
give a solution to them, it will be observed as a pre-electoral
promise. And the Prime Minister, in general, finds that forming a
government which will be powerful and will enjoy great confidence,
they will make decisions "in correctness of which we are sure and
which will lead to development."
Speaking about the problem of consolidating the specialties,
S. Sargsian mentioned that according to the market demand, the
number of places given within the framework of the state order
at the state higher educational institutions will be studied in
details. "Specialists of higher educational institutions but not those
people who long ago went from higher educational institutions to posts,
from science to heading the science, must be engaged in problems of
science and education," the Prime Minister said.
Serge Sargsian stated that "there is an idea" in the pre-electoral
program of the Republic Party of Armenia, according to which "we must
create a separate body managing the science."
Touching upon the process of reforms of higher educational
institutions, the Prime Minister mentioned that it is not possible
to implement reforms without enough financial allocations. "I am sure
that all those decisions of the government which are made and are not
conceptional, must be affirmed by financial accountings. If there are
no financial accountings, it is impossible to fulfil those decisions,"
the Prime Minister is sure.
