    ARF DASHNAKTSUTYUN IS SATISFIED WITH KOCHARYAN'S POLICY ON TALKS

    Azerbaijan's growing militarism is Ankara's instruction, stated Vahan
    Hovanisyan, member of the ARF Bureau, during the conference held on
    November 6 in Yerevan. According to him, the OSCE Minsk Group is
    in a paradoxical state when Turkey which is known for its biased
    stance participates along with neutral countries in the Group set
    up to mediate the talks on the Karabakh conflict. In addition, Vahan
    Hovanisyan thinks considering the possibilities and the "caliber" of
    the members of the Group it is obvious that Turkey has an important
    role. In other words, the country which is conducting an obviously
    anti-Armenian policy, which is at war with Armenia, has imposed a
    blockade on the country, blocked the borders, is a member of the
    group mediating peace and stability.

    "I think the diplomatic effort of the Armenians worldwide, both
    Armenia and the Diaspora, should join to remove Turkey from the OSCE
    Minsk Group because the presence of this country is the reason why the
    conflict has not been resolved so far," Vahan Hovanisyan says. He also
    stated that if Azerbaijan avoids negotiating with Stepanakert, Armenia
    should perhaps refuse to negotiate with Baku and start negotiating
    with Ankara. Hovanisyan commended Robert Kocharyan's policy on the
    negotiations on behalf of the ARF Dashnaktsutyun. At the same time,
    he said the Armenian stance is undermined by the fact that Stepanakert
    is not participating in the talks.

    Vahan Hovanisyan stated that Armenia should try its best to have
    Karabakh participate in the talks.
