ARMENIANS WORLDWIDE ARE COMPETITIVE ADVANTAGE

The Armenian parliament launched debates on the budget bill for 2008.
In this connection, Prime Minister Serge Sargsyan addressed the
parliament. According to him, the budget for 2008 is ambitious.
"Today we should focus on the vision of future, we should not waste
our abilities in a discourse on mistakes and shortcomings of the
past. Let us cooperate and discuss the problems which concern future.
The developments in the world show that the governments are
gradually replacing the tools of obligatory government by new tools
of cooperation and solidarity. The principle of cooperation between
the state and the private sector is the imperative of the modern world.
The global economy, according to the international organizations,
is going through a stage of turbulence. The situation on the U.S.
mortgage-backed security market, the dropping interest rates, the
dropping exchange rate of the dollar, the suspended subsidizing of
agriculture by the EU, the unprecedented rise in the price of fuel
and food on the international market affect our economy as well,"
Serge Sargsyan says.
According to him, assets and labor have become highly mobile in the
world, thanks to which China and India have a long term competitive
advantage on the labor market. "In the past few years the steady growth
of real salaries in Armenia has made most industries uncompetitive,
bringing up the problem of boosting productivity. The international
assets flow to the countries with relative advantages.
The developed countries, unable to stand to the competition, close
down most industries, replacing them with modern branches based on
knowledge," the prime minister says.
With regard to the situation in the region, he says Azerbaijan is
emerging as a country of energy source, and the development of the
oil production has an essential influence on all the spheres of life
of the country. With a favorable geographic position, Georgia puts
forward ambitious economic and political development programs.
"I think it is obvious to everyone that the geopolitical and economic
reality is such that the core of development of Armenia is the human
resource. By saying human resource I mean the Armenians worldwide. It
is obvious that the Homeland is becoming the focus of the political
and economic interests of most Armenians all over the world. They
are truly interested in the development of Armenia, and in economics
terms, we must view them as residents of our financial and economic
systems. It means from now on every global program must be drawn up
with the consideration of their factor," Serge Sargsyan says.
According to him, our competitive advantage is the overall potential
of the Armenians worldwide. "The main precondition for the development
of our country is the spiritual unity of our society. It is highly
important to create a climate of respect, cooperation and confidence
for the effective activities of the government," Serge Sargsyan says.
