ADVISER OF NKR PRESIDENT TO PUT FORWARD HIS CANDIDATURE IN PRESIDENTIAL ELECTIONS OF ARMENIA

YEREVAN, NOVEMBER 28, NOYAN TAPAN. Arman Melikian, the Adviser of
the President of the Republic of Nagorno Karabakh and the former
Minister of Foreign Affairs, has presented his resignation to the
NKR President and is going to put forward his candidature in the
presidential elections of Armenia to be held in 2008. He made this
statement at the November 28 press conference. According to Arman
Melikian, the rivals having placed an order for taking part in the
presidential elections have adopted a tactics, which can bring forth
a civil confrontation and even clashes, and he as a candidate will
try to prevent that danger.
The two main poles taking part in the elections: the pro-National
Movement of Armenia forces, which have united around Levon
Ter-Petrosian, the first President of the Republic of Armenia, and
the Republicans with Serge Sargsian at the head, offer a dangerous
alternative to the people. Levon Ter-Petrosian, suggesting that
they should abolish the corrupted government system, has evidently
remained in the 1997 positions with regard to the Karabakh settlement
and, in essence, is ready to hand over the liberated territories. The
team of Republicans does not give any guarantees that the territories
will not be handed over and denies the fact concerning the existence
of a corrupted government system in Armenia. In the words of Arman
Melikian, that is a bad choice and they should try to avoid it through
joint efforts.
In the conviction of Arman Melikian, the fate of the Karabakh conflict
settlement greatly depends on the course and results of the forthcoming
presidential elections of Armenia. Accoring to his own words, Melikian
suggests new approaches with regard to the Karabakh regulation. In
particular, Armenia should do its best so as Karabakh is involved
in the negotiations. Armenia should never speak about handing over
territories, it should only speak about refugees and inhabiting
those territories with refugees. Armenia can start negotiations
with the Republic of Nagorno Karabakh with regard to recognizing
Karabakh. According to Artak Melikian, this process may last long,
however, its existence is very important.
Armenia should invalidate the 1995 decision on uniting the Nagorno
Karabakh Autonomous Region with Armenia in public, which does not
take into consideration today's reality and borders.
Arman Melikian mentioned that the process of his nomination will
start on the following day. As regards his resignation, they do not
know about it in Karabakh as yet.
