Interview with Albert Ghazaryan, candidate for mayor of Stepanakert
Karabakh-Open: Mr. Ghazaryan, you were registered after the decision
of the court. Why?
On September 19, the last day of nominations, I submitted all the
documents to the divisional election commission at 16.55. Besides the
document I also had to submit the bank receipt of the election deposit
but since the banks were already closed, I offered the sum instead of
the receipt. Arina Voskanyan, the chair of the commission, did not
accept the documents. I turned to the CEC, and after the meeting of
the commission I was advised to go to court because there was nothing
they could do. I disputed the decision of the commission on the next
day. I only wrote I requested to follow the essence and not the letter
of the law and register me. I was registered on September 27.
Karabakh Open: What made you run in the election campaign?
I could not imagine that people are so deeply disappointed. I saw
people who lost belief and hope so I decided to run in the election.
Since I was born, grew up and my job is in Stepanakert, it is my home
town, and I don't want to see it in such a state. I can change the
situation. I decided to propose it to our fellow citizens and tell them
I am ready to help them. People accept my offer with inspiration, but
on the other hand they think that my efforts are in vain because the
mayor has already been appointed. People think that since one of the
candidates Vazgen Mikaelyan is the president's brother-in-law, I have
no chance to win. I don't know why they think so. The most frightening
thing is that the people of Karabakh who were not frightened at the
sight of the guns of OMON are now afraid of themselves, and think that
everything has been arranged beforehand. I am trying to make people
believe that nothing is predetermined and they need to vote in the
election. I am not going to oppose to anyone, especially that the
program of the president elect is close to mine in 2002 when I was
running in the presidential election. Why do I need to oppose? But I
think the brother-in-law's fact will damage the president's reputation.
Karabakh Open: What are you going to change in case you are elected?
Everything. First of all, it is necessary to restore belief and hope
in people and the rule of law and justice. The laws should be obeyed.
It takes no money, it takes only will and knowledge.
There are lots of problems in Stepanakert, from water and housing
to refuse collection. I think these problems are easy to solve. It
takes only control and responsibility.
Karabakh Open: The acting mayor thinks the powers of the municipalities
are not sufficient.
If the powers of municipal governments were shortened illegally, they
will be restored as soon as the rule of law is established. If laws
are passed which violate other laws, the law must be revised. I will
do my best to have the City Hall work effectively within its powers.
