The Russian parliament member Constantine Zatulin, who is the
director of the Institute of the CIS Countries, stated in Yerevan
that Resolution 106 recognizing the Armenian genocide is a test of
the American democracy. It will help reveal whether the discussion of
this issue will obey the conjuncture or the principles of fairness,
objectivity, etc. proclaimed by the United States. At the same time,
Zatulin said he would not like the United States and Russia to compete
who is a real friend of Armenia. Zatulin does not believe that the
U.S. House will pass the resolution. He says "the Americans are
obviously bargaining with Turkey."
