    PROSECUTOR'S OFFICE REVEALS VIOLATIONS DURING CALL-UP AND PROPOSES MAKING AMENDMENTS TO RESPECTIVE LEGISLATION

    YEREVAN, OCTOBER 26, NOYAN TAPAN. The fundamentally repaired
    administrative building of Military Prosecutor's Office of Shirak
    Garrison was put into operation on October 27 in the town of
    Gyumri. 13m 800 thousand drams had been allocated from the RA state
    budget to the major repairs that started in May, 2007.

    RA Prosecutor General Aghvan Hovsepian taking part in the solemn
    ceremony, in his interview to journalists, touched upon the
    shortcomings revealed during the spring call-up discussed at the
    sitting of collegium of RA Prosecutor's Office lately. According to
    him, the shortcomings mainly regarded search for conscripts. Facts of
    not complete medical examination of conscripts were also revealed. In
    particular, shortcomings were revealed in the work of the republican
    medical commission, because of which diseases of many conscripts
    were discovered already after being called up for military service:
    they were examined again and were transferred to the reserve. Cases
    of ungrounded transfers to the reserve were also revealed. Checkings
    should be held on the above mentioned facts and criminal cases will
    be instituted in case of existence of necessary bases.

    The RA Prosecutor General said that there are hundreds of cases
    when in case of appearing voluntarily persons having evaded call-up
    become free of criminal responsibility and are called up for military
    service. 235 criminal cases were quashed and 265m drams (nearly 814
    thousand USD) were transferred to the special account of the Defence
    Ministry by using the law On Citizens not Having Done Compulsory
    Military Service by Violating the Established Law. And 1bn 600m drams
    has been transferred to the state budget from the moment of the law's
    coming into force up to present.

    The RA Prosecutor General said that the issue on addenda to the law
    On Compulsory Military Service has been discussed at the Prosecutor's
    Office, proposals were made, which are expected to contribute to
    using the law correctly.
