A SPECIAL SESSION OF THE NA...

September 7th,2007 was marked by important politicalevent in the life
of Nagorno-Karabakh Republic. By virtue of the NKR Constitution and
by decision of the NKR National Assembly the convened special session
was devoted to the inauguration of the president of Nagorno-Karabakh
Republic. The Speaker of the NKR NA Ashot Ghoulian held the session.
31 deputies participated in the session. The members of the NKR
Government, the judges of the Supreme Court and the court of first
instance, the leading stuff of the procurator's office of the
republic, high-ranking officer corps of Defence Army, chairmen of
the Central Electoral Commission, local authorities, parties and
public organizations, workers of science, education and culture,
veterans of Patriotic War and work, war of Artsakh liberation,
representatives of mass-media were invited. The primate of Artsakh
diocese of Armenian Apostolic Church Pargev Martirosian and godfathers
of the diocese participated in the session. RA president Robert
Kocharian and NKR president Arcady Ghoukasian participated in the
ceremonial of inauguration of the NKR president. The delegations
of Armenian Republic, South Osia and Abkhazian Republic, as well as
national-public figures of RA and Diaspora presented at the session.
The Vice-speaker of House of Lords of Great Britain the baroness
Caroline Cox also presented at the session.The NKR presidential
candidates participated in July 19th were invited in the special
session. The Speaker of the NKR National Assembly Ashot Ghoulian in
his opening speech touching upon the next presidential elections taken
place on July 19th in the republic, underlined, that the elections
were finished by convincing victory of Bako Sahakian. The hymn of
Artsakh was sounded. The national flag of Nagorno-Karabakh republic was
brought in the hall. Also the NKR Constitution and the Gospel of the
17th centuary were brought in the hall. In connection with accepting
the post of the NKR president, the new-elected president Bako Sahakian
was invited for an oath. Setting the hand on the Constitution and the
Gospel, Bako Sahakian swore to fulfil unconditionally the requirements
of the Constitution, to respect the rights and liberties of a people
and a citizen, to secure the sovereignty and independence of the
republic to the glory of Nagorno-Karabakh Republic and for welfare of
our people. On behalf of the NKR Parliament A. Ghoulian congratulated
Bako Sahakian in connection with accepting the post of the president,
wished him good luck in the interests of the people. The primate
Pargev Martirosian sent a blessing word to the NKR president. Then
Bako Sahakian acted.
The president assured, that all his power, knowledge and experience
would direct to servicing of people. At the special session in his
concluding speech, the Speaker of the NKR NA Ashot Ghoulian once again
attaching importance the significance of the election of July 19th,
pointed out, it re-established, that nagorno-Karabakh Republic was
faithful to the principles of freedom and democracy.In the evening,
in connection with inauguration of the NKR president in "Rebirth"square
a concert took place by participation of Armenian and Artsakh singers.
