FOR CARRYING OUT THE ELECTIONS OF THE LOCAL AUTHORITIES UP TO THE MARK

On purpose of organizing and carring out up to the mark the elections
of the NKR local authorities, which will take place on October
14th,2007, the NKR Prime Minister Arayik Haroutyunian has signed a
corresponding assignment. According to the assignment 1. to the NKR
Ministry of Finance and Economics - corresponding to the schedule and
orders placed by the NKR CEC, to satisfy financing expenses connected
with preparation of the elections within the limits of means foreseen
for these purposes by the NKR state budget of 2007. 2. to the NKR
Police, National Security Service - to work out and realize a plan
directed to securing of public order during preparation and carring
out of the elections, securing of the buildings for vote, securing and
accompaning the means of tranports transfering electoral documents,
unembarrassed and natural activity of the members of the electoral
commissions. 3. to the NKR Police - by the passport subdivisions of the
territorial institutions together with the heads of the communities in
accordance with regulations of the NKR passport system, to regulate the
organization of accountings of voters. 4. to the NKR "Artsakhenergo"
closed joint-stock company - to realize concrete measures on the eve
of the elections and the day of the vote in the direction of unfailing
satisfaction of supplying the buildings of the electoral commissions
and polling stations with electricity.
5. to suggest the authority of "Karabakh Telekom" closed joit-stock
company to satisfy availability of telephone connection and
unfailing work in the polling stations and the residences of the
electoral commissions. 6. to suggest the NKR Procurator's Office
and assign the NKR Ministry of Justice to satisfy the work of the
procurator's office and courts on the day of elections. 7. to the NKR
corresponding Ministries and departments, leaders of the district
boards of administration, the mayor of Stepanakert - to work out
and realize on the day of the vote concrete measures for securing
cultural, medical, traffic and municipal-domestic services of voters
in the polling stations. 8. to the leaders of the district boards of
administration and mayor of Stepanakert - until October 10th,2007
to resolve the questions of disposing temporary means of transport
to the electoral commissions, to oversee the preparation of the
polling stations for the elections. 9. to the editorial stuff of
"Azat Artsakh" newspaper, executive management of"TV radio company"
closed joint-stock company, in accordance with the statutory order,
to elucidate the process of preparing and carring out the elections
of the local authorities. The assignment was signed on Septemeber 25th.
