    Armenia will not blindly engage in an arms race with its top military
    rival Azerbaijan, the country's defense chief said on Wednesday.

    Speaking at a major forum in Yerevan dealing with Collective Security
    Treaty Organization-related policy issues Seyran Ohanyan also addressed
    the issue of Russian arms deliveries to Azerbaijan, which elicited
    mixed reactions in Armenia in recent days.

    "We cannot but feel concerned about Azerbaijan's military purchases,
    but we know that our military-technical cooperation with our strategic
    partner, Russia, is at quite a high level, and today we are doing
    everything to maintain the balance of forces," said the defense
    minister, as quoted by Panarmenian.net.

    Ohanyan said that the document signed with Russia earlier this week
    as part of the visit of Nikolay Patrushev, the secretary of Russia's
    Security Council, to Armenia, will enable the country to establish
    direct links with enterprises of Russia's military industry. "So,
    the situation is under control," said the minister.

    Speaking to Armenian media while visiting the Russian military base
    in Gyumri on Monday Patrushev defended Moscow's sales of weapons
    to Baku as a legal deal. At the same time, he allayed concerns in
    Armenia that it would entail negative consequences for the country.

    "I think the presence of Russian servicemen [on Armenian soil] is a
    guarantee that there will be no negative developments in Armenia,"
    the Russian official said.

    Ohanyan reiterated that Armenia will concentrate on quality rather
    than quantity of its weapons and ammunition.
