The Armenian Revolutionary Federation Dashnaktsutyun (ARF-D)
parliamentary group held a meeting on Tuesday.

The group decided to recall its representative in the Ethics Committee
unless the Parliament approves the group's draft amendments to the
Rules of Procedure of the National Assembly, Artsvik Minasyan, ARF-D
representative at the Ethics Committee, told

"If the authorities accept, we are ready to work following the new
committee formation principle. Otherwise, we quit the committee,"
    he said.

Ten days ago, the Armenian National Congress (ANC) parliamentary
group recalled its member from the Ethics Committee. The group stated
that the four opposition parliamentary groups are able to make the
parliamentary majority face the fact, that is, an insurmountable

According to the principle of rotation, the ANC group is to chair
the Ethics Committee. However, according to the Rules of Procedure of
the National Assembly, the largest pro-government group is to chair
Ethics Committee for six months, with the largest opposition group
to chair it for the next six months.

Koryun Nahapetyan, who represents the Republican Party of Armenia
(RPA) parliamentary group at the Ethics Committee, told that no
legal stalemate is actually possible because, if the ANC group recalls
its representative, a member of the second largest opposition group,
ARF-D, will be appointed Committee Chairman.

Secretary of the Prosperous Armenia Party (PAP) parliamentary group
Naira Zohrabyan, in response to a question as to whether the group can
recall its representative Vahan Babayan from the Ethics Committee in
solidarity with the other parliamentary groups, said: "Our position is
clear. The moment the Parliament adopts the unconstitutional draft,
which delegates excessive anti-constitutional powers to the Ethics
Committee and, in fact, grants it the status of political baton,
the PAP will recall its representative."

Artsvik Minasyan said that the ARF-D proposals concern both the
representation of different political forces in the Ethics Committee
and legal procedures of settling disputes between the MPs.

"We stated that the Ethics Committee cannot work in this way and the
practice shows that in terms of both legal settlement procedures and
committee formation principles, the Ethics Committee cannot serve
the goals if it is revealing clashes of interests," he said.
