AZERBAIJAN IS PLANNING TO RETURN UP TO 80.000 PEOPLE TO TERRITORIES OCCUPIED BY ARMENIA IN THE FIRST YEAR AND 420.000 PEOPLE ON THE WHOLE

Baku, Fineko/abc.az. In spite of almost 1 million refuges and IDPs
from Nagorno Garabagh territory occupied by Armenia, Azerbaijan
expects to return 420.000 people to these territories.
Today the book " Conceptual bases of post-conflict restoration of
Azerbaijani territories " by Eldar Ismaylov (head of Azerbaijani
banks association) and Nazim Muzaffarli (Doctor of Economic Sciences,
professor , editor in chief of " Caucasus. Globalization" journal)
has been presented in Baku. According to the authors' calculations
investments in post-conflict rehabilitation of territories will total
AZN 22.743 bn or $28,429 bn. At that the figure is taken given the
inflation and without taking the inflation into consideration the
investments will make AZN 15.483 bn or $19,483 bn.
Experts have calculated that expenditures for life support will
make AZN 12.830 bn including AZN 6.953 bn for restoration of housing
space, AZN 2.750 bn for energy saving, AZN 1.38 bn for water supply
and sewerage system, AZN 662 million on gas supply, AZN 9.392 bn for
infrastructure. Expenditures for economy restoration will total AZN 730
million , including AZN 85 million for overall economic investments,
AZN 516 million for agriculture and AZN 128 million for industry.
56,4% of expenditures will be directed for reconstruction of life
support systems at the territories , 41% - for infrastructure and 2,6%-
for economy.
Experts think that in the first year 60-80.000 people will go back
to occupied territories , 80-100.000 people - in the second and third
years , 90-110.000 people - in the fourth year and 100-130.000 people-
in the fifth year.
