    EDWARD NALBANDIAN: AZERBAIJAN TRYING TO MISLEAD THE INTERNATIONAL COMMUNITY

    "Baku has always been blackmailing the delegations visiting Azerbaijan
    to seize unilateral formulation s regarding the Nagorno Karabakh
    conflict," Armenian Foreign Minister Edward Nalbandian said during
    a joint press conference with his Finnish counterpart Erkki Tuomioja.

    "It's clear that these attempts of Azerbaijan do not contribute to
    the process of settlement of the Karabakh issue," he added.

    "One thing is clear: the right of peoples to self-determination,
    which is a principle of international law and the UN Charter, is one
    of the most important objectives of the international community. This
    principle lays in the basis of settlement of the Karabakh issue, and
    the Minsk Group Co-Chairs propose it along with other principles,"
    the Foreign Minister said.

    Edward Nalbandian reminded that the Co-Chairs have stated on many
    occasions that the people of Nagorno Karabakh should determine their
    future status.

    "These attempts of Azerbaijan are aimed at misleading the international
    community. This definitely does no good to the settlement process,"
    the Minister stated.

    "We hope, however, that the negotiations supported by the international
    community and the Co-Chairs will continue and a solution based on the
    principles of non-use of force or the threat of force, the right to
    self-determination and territorial integrity will be found," Edward
    Nalbandian said.

    The Foreign Minister of Finland said his country is interested in
    developing the relations with Armenia. "International relations pose
    challenges to all, and our countries have similar positions on how
    to resist them," Erkki Tuomioja said.

    In a recent report the Council of Europe Committee Against Racism and
    Intolerance noted that Azerbaijan is implementing an anti-Armenian
    propaganda on the state level, and calls on Azerbaijani authorities
    to refuse form such policy. Asked to comment on the fact, Finland's
    Foreign Minister noted: "We closely follow the reports issued by
    human rights organizations, which refer to regional issues. We can
    only urge the interested parties to take these reports and their
    international commitments seriously. One should be always alert to
    avoid such policy," the Finnish FM stated.

    During the meeting in Yerevan the Foreign Ministers of Armenia and
    Finland hailed the reciprocal willingness to continue the comprehensive
    cooperation. The interlocutors referred to the cooperation between
    Armenia and the European Union and the programs implemented within
    that framework, the reforms implemented in Armenia and the preparations
    for the parliamentary elections.

    Edward Nalbandian and Erkki Tuomioja discussed a number of
    international and regional issues. In this context Minister Nalbandian
    presented the latest developments in the process of settlement of
    the Karabakh issue.
