TSARUKYAN, THIEVES AND HYENAS

According to Aravot paper, Gagik Tsarukyan stated in a meeting with
sportsmen and coaches that the gun that was seen in a photo under
his coat was not for people but for "thieves and hyenas".
The PAP leader has numerously said that someone envies him, but he
has never clarified who and why in particular.
He is not saying who those thieves and hyenas are of which he wants
to defend himself with the help of the gun either.
Gagik Tsarukyan is presenting a request to leadership of the ruling
party of Armenia. Prosperous Armenia is pretending to decisive roles
in the legislative body of Armenia, as well as to the prospect of
formation of government.
Vartan Oskanian, the second on the party list of the PAP, dwells on the
necessity of political and economic reforms and systemic modernization.
All this supposes for the introduction of open, public policy.
Is the gun of the party leader against the thieves and hyenas
associated with the modernization?
The public policy supposes for a popular image of the party and its
leader, even if they stroll in public places with a gun, they should
at least explain clearly for whom the gun is meant. The concept of
thieves and hyenas is very relative because people have different
ideas on who the thieves and hyenas are.
So, the modern political and public culture requires the PAP leader
to explain more clearly against whom the gun is meant.
If Tsarukyan is worried with his security whether he appealed to
the law enforcement bodies asking to enhance his security during the
election campaign.
Moreover, after his statement that the gun is meant for thieves and
hyenas, the law enforcement bodies really need to ask clarifications
from the PAP leader to prevent any crime and eliminate the risks.
Sure, there is no doubt, the PAP leader is skillful at handling the
gun like a professional, but since he seems to keep the gun and the
phone in the same place, when he needs to defend himself, he may
confuse the two objects. So the police needs to be there and alert.
But the revelation of the thieves and hyenas for the society is
important not only for security but also the new culture of public
policy. In this sense, the PAP leader will do an important step
towards the new political and civil culture if he calls the thieves
and hyenas with their names. In this case, both the risk of crimes by
them will decrease and the level of the political culture of Armenia
will increase.
