    Strasbourg. Fuad Gulubeyli - APA. "Recently, most of the persons
    mentioned by some documents of the Assembly have been released from
    prison in accordance with pardon decree signed by the Azerbaijani
    President. I consider that this step is very important for the
    development of democracy in Azerbaijan and at the same time, for
    further development of Azerbaijan-Council of Europe relations", head
    of the Azerbaijani delegation to PACE Samed Seyidov said during the
    debates on the action plan of the Bureau and Permanent Committee.

    Samed Seyidov said the Council of Europe addressed the problems in
    Syria, Egypt, Iraq and other countries, but it has also to address
    the problems existed inside the Council of Europe. "There are many
    such problems in our organization and the most important of them is
    the Nagorno Karabakh conflict. We, Azerbaijani side, are doing best
    to bring together the Azerbaijani and Armenian delegations at the
    Council of Europe. But this dialogue is impossible because lack of
    political will of the Armenian side."

    Samed Seyidov said PACE Subcommittee on Nagorno Karabakh is inactive.

    "How we can build confidence through dialogue in these conditions?

    Every time we call on the Council of Europe, PACE to invite the
    Armenian side to the dialogue to discuss the Nagorno Karabakh
    conflict. It is very important for future relations of both countries,
    which are full members of the Council of Europe. We support such
    dialogue and I consider that it is very important for the Council
    of Europe."
