    The U.S. ambassador to Armenia personally asked the U.S. citizen
    Edmond Khudyan the details of his "case". As we know, the businessman
    claims that he is the victim of fraud in the result of which he lost
    several million dollars. He has sent a letter to the U.S. ambassador
    asking for assistance to take the case to the U.S.

    judicial system.

    Edmond Khudyan is apparently excited about the experience of Global
    Gold Company which sued Vardan Ayvazyan in New York and the U.S.

    court ruled against Ayvazyan imposing a fine of USD 35 million. The
    MP has not paid the fine but the verdict is in place which means
    charging of the money is a technical-political issue.

    On these days, the U.S. ambassador to Armenia John Heffern said that
    new things should expected in the economic cooperation between Armenia
    and the United States. At the same time, Ambassador Heffern stated
    that he is doing everything to make sure American investments are
    made in Armenia. He added that it is still required to improve the
    economic environment and to ensure the security of investments.

    What news should we expect after the examples of Edmond Khudyan
    and Global Gold? What does the U.S. ambassador think after getting
    acquainted with Khudyan's story and the ineffective justice system?

    What will the ambassador, who knows all these stories, tell those
    investors, who show interest towards making investments in Armenia?

    Will Heffern say that it is not time to come to Armenia because the
    Armenian business environment is not "worth" American investments,
    or the U.S. embassy will directly assume the task of protection of
    American investments in Armenia?

    The point is that in Armenia Western investments, in particular U.S.

    investments, are important not only for Armenia in economic and
    political terms but also for the U.S. again in economic and political
    terms. The investments can be the influential and fundamental tools
    to help Armenia become a competitive regional country, to change the
    thinking of the public and the "elite", to promote the integration of
    Armenia in the civilized world and render it a reliable partner of the
    "modern world" in the South Caucasus.

    In this sense, the U.S. perhaps prefers not preventing U.S.

    investments and make sure the investors don't appear in a similar
    situation as Khudyan but to invite them to Armenia and engage in
    their defense personally. No doubt if the U.S. embassy is involved
    the effectiveness of the protection of the investors' interests will
    increase even in the judicial system.

    This is important first of all because it stems from the strategic
    interests of Armenia. If Armenia is unable to ensure the legal
    protection of American investments in the country, then it would
    be commendable if protection is carried out by the diplomatic
    representations of those countries from where the investors come,
    which will, willingly or unwillingly, take care of the Armenian
    interests too.
