    Philippe Kaltenbach, Senator of Hauts-de-Seine, wrote to Jean-Louis
    Debré President of the Constitutional Council:

    "Mr. President

    The press has recently reported a correspondence between Mr. Yasar
    Yakis, former Turkish Foreign Minister and Mr Hubert Haenel member of
    the Constitutional Council, as part of the review by the
    Constitutional Council in February 2012 the proposal law to punish
    denial of the genocides recognized by law.

    The Republic of Turkey to the authorities yet still openly displayed
    their hostility to the adoption by France of a legal vehicle to punish
    denial of the Armenian genocide of 1915, which the State continues to
    deny reality.

    You will easily agree that such exchanges seriously violate the
    principle of independence that must guide the work of those who have
    the honor of ensuring compliance with our constitution. Their content
    further reveals that the secret of the decision of your Court would
    have been a violation since Mr. Haenel had informed Mr. Yakis nature
    of it before its official publication.

    Also, I would be grateful if you would kindly inform me whether the
    match is confirmed, the measures taken by the Constitutional Council
    to ensure the independence of its members and the secret of decisions.

    and beg you to believe, Mr. President, the assurances of my highest
    consideration. "
