    Attempts of Azerbaijan to transfer discussion of the Karabakh conflict
    settlement beyond the frames of negotiations negatively affect this
    process and indicate absence of Azerbaijani party's political will to
    achieve a long-duration settlement of the conflict, acting spokesman of
    RA Foreign Ministry Vladimir Karapetyan said in response to ArmInfo's
    question how the discussion of the Karabakh issue will affect the
    62nd session of the UN General Assembly and who is the initiator of
    inclusion of this issue in the session agenda - Azerbaijan or GUAM.

    He also said that two issues concerning the Karabakh conflict have been
    included in the agenda of the 62nd session of the UN General Assembly:
    one of them has been presented by Azerbaijan, the other one by GUAM. V.

    Karapetyan recalled that none of them was discussed as yet at the 61st
    session of the UN GA and, according to the organization's regulations,
    they are mechanically included in a number of issues of the next
    session's agenda. He emphasized that the issue is considered included
    in the session agenda in case if a relevant resolution or decisions
    are available which, however, can be appealed by any member- country
    of the organization. In case of failure of voting, the issue is not
    included in the agenda.
