    The preliminary investigation in the RA Special Investigation Service
    on the criminal case of a large-scale fraud of a number of citizens
    under the excuse of selling apartments finished. The defendants and
    256 victims get familiarized with the case materials.

    The preliminary investigation revealed that a private businessman, the
    President of `Gapbnakshin', `Narek-Davit', `Narekgrad' LLCs Gagik
    Papoyan realized an enrapture of the property of a number of citizens
    of particularly big sizes by deception and abuse of trust in the
    amount of AMD 10.202.947.840, out of which AMD 1.253.891.550 was
    enraptured with the colleague Simon Aghazaryan. The latter came to
    light in connection with another case of a large-scale appropriation
    and was sentenced to 7 years of imprisonment: the Court of Appeal left
    that judgment unchanged and now he bears the punishment in a
    penitentiary institution.

    On the grounds of the evidence obtained during the preliminary
    investigation G. Papoyan and S. Agazaryan were charged in accordance
    with the Article 17 Clause 3 Point 1 of the RA Criminal Code, i.e.
    large-scale fraud. Detention was chosen as a preventive measure
    against G. Papoyan, and S. Agazaryan is already imprisoned in the
    scope of the indicated case.

    The size of the fraud in the housing market is threatening. Several
    criminal cases have already been sent to the court and there are
    judgments, however the issues of the citizens are not solved by that.
    It is true that the fraudulent people are punished, but the percentage
    of the compensation to the damage caused is really small. For
    instance, the defendants on the indicated case have not yet
    compensated and the residents can receive neither the money nor the
    apartment. In order to solve the existing problems an
    interdepartmental commission was established by the order of the RA
    Prime Minister from March 2 `For clarifying the situation over various
    construction programs in Yerevan and submitting suggestions to the RA
    Government Administration with respect to existing issues'. According
    to the decision 2 representatives of the former residents of the
    appropriated areas are also given a right to participate in the
    activities of the Commission, however the Commission does not hurry to
    declare about the received suggestions and solutions, even though it
    already exists for 9 months.
