Basement dampness can exterior drainage solve it?

I noticed some damp spots in my basement after heavy rain, and I’m worried about starting renovations too early,would improving exterior drainage and soil grading first actually prevent water issues, or is internal waterproofing enough,any tips from people who handled moisture from the ground up?
