Aliyev's Pardon of Ramil Safarov Turns Baku Into Capital for Axe-Murderers

The Armenian Rights Council of Australia (ARCA) condemns the decision
of the Hungarian Government to release to Azerbaijan Azeri
    axe-murderer Ramil Safarov.
Ramil Safarov's became notorious when in 2004 he killed Armenian
officer Gurgen Markaryan during NATO training exercises in Hungary.

Despite Azerbaijan giving assurances to Hungary that Safarov would be
serving out his sentence in Azerbaijan, the axe murderer of the
    Armenian officer was promptly
pardoned by Azeri dictator Aliyev who also acts as lifetime president
of the corrupt oil based/backed regime operating out of Baku.

For Azeris, Safarov has been greeted as a hero but in humanities eyes,
he is nothing but a coward killer as he slayed his victim Gurgen
Markaryan with an axe while the latter
was sleeping. Now the Azeris have another hero axe-murderer and a
    coward to be proud of!

The Armenian authorities reacted to Hungary's decision and Aliyev's
immediate pardoning of the axe-killer by suspending all diplomatic
ties with Hungary. The motive of
the Hungarian authorities may be financial as reports are circulating
that Azerbaijan has promised billions of dollars in monetary
    assistance to Hungary.

At the time of writing reports are emerging from the United States of
America that President Obama and the State Department are `deeply
    concerned' and `extremely
troubled' by Aliyev's decision to pardon the axe-murderer. The US
officials have also requested an explanation from the Hungarian
    authorities concerning their decision to
    transfer Safarov to Azerbaijan.

ARCA supports the suspension of Armenia's diplomatic ties with Hungary
until such time that a proper apology is provided by the Hungarian
    authorities for their misguided action.
ARCA demands that the Hungarian authorities disclose the full details
of their agreement with Azerbaijan that culminated in the transfer of
    Safarov from Hungary to Azerbaijan.
ARCA also considers Aliyev's pardon as a `strategic error' that will
prove critical in future negotiations concerning the final status of
    the Nagorno-Karabagh Republic.

We pose the following questions to the international community, how
can the safety of 140,000 Armenian citizens of the Nagorno-Karabagh
Republic be guaranteed under Azeri rule when the Azeri president takes
such an anti-Armenian measure by pardoning the axe-murderer of
    Armenian officer Gurgen Markaryan?

How could Azeri dictator Aliyev's words, pledges and commitments be
trusted, when he could not even honour the pledge he gave to Hungary
to let the Azeri coward and axe- murderer to serve out the rest of his
    sentence in Azerbaijan?

Aliyev may be basking in the Baku sun proud of his efforts at freeing
the Azeri axe- murderer, and Safarov may be free to roam the streets
of Baku thanks to his patron Aliyev. But the question remains for how
long will Safarov manage to escape justice for spilling innocent
    Armenian blood?

If history is a reliable indicator it may not be for too long as was
the case for the perpetrators of the Armenian Genocide Talaat Pasha,
    Djemal Pasha and Enver Pasha.
